
Crnogorski PEN Centar osnovan je na Cetinju 15. marta 1990. godine. U veliku porodicu Međunarodnoga PEN centra primljen je na 56. kongresu Međunarodnoga PEN-a u Beču novembra 1991. godine. Njegov programski zadatak bio je da štiti, razvija i afirmiše vrijednosti crnogorske kulture, književnosti i jezik crnogorskoga naroda i kulture drugih naroda koji žive u Crnoj Gori. Prvi predsjednik Crnogorskog PEN Centra bio je Pavle Mijović (1914–1996).
